struts.propertiesのカスタムプロファイルをstruts.xmlファイルの下でノードに書いてもいいです。javaトレーニングは同時に二つのファイルに配置されています。同じ項目はstruts.xmlを先にロードして、struts.propertiesをロードします。つまりstruts.propertiesはstruts.xmlの中の配置をカバーすることができます。
