could not build wheels for scipy which use PEP 517 and cannot be installed directly解決

先日、jetson xavierにシステムを再ブラシしてもらいました.jetpack 4.3バージョンです.その後pip 3 install kerasでは、常にscipyをインストールする場所に詰まっていたが、努力を経て、最後に「could not build wheels for scipy which use PEP 517 and cannot be installed directly」というエラーを報告した.
