下記のどれかを実行すれば良い
$ sed -r -e '/^(\s*)$/d' -e '/^#/d' /etc/dnsmasq.conf
$ sed -e '/^[[:space:]]*$/d' -e '/^#/d' /etc/dnsmasq.conf
$ grep -E -v '^\s*$' /etc/dnsmasq.conf
